I believe SAP has a pretty good footprint in public sector and defense in US . I do not know if this can easily be extended to public sector in India.

Electronic record keeping is still in its infancy in most givernment offices. Plus, the legal system needs some modernization before IT solutions can deliver good value. Even in private sector, change management is a nightmare - I can't imagine the challenge that the public sector will pose in this regard.

All that being said, India is definitely moving in the right direction. As you rightly pointed out, Indian Railways has been a great poster child for the good stuff that IT can deliver. I am sure with leaders like Nilekanni can can drive this forward in the right direction.
