SAP Public Security Roadmap & Reference Architecture Update 

Public Security Agencies across the globe are adopting a transformational strategy to address new, dynamic and more complex security and safety threats to their citizens, communities and countries.  The 2007 SAP Public Security solution map is being expanded to better address these threats. The expanded competency will empower and deliver new capability to:

  • intelligence and information sharing (e.g., counter-terrorism) agencies
  • local, regional and national public safety (e.g., 1st responder, law enforcement) agencies
  • integrated incident and emergency management agencies
  • border security (customs and immigration) agencies

We live in increasingly dangerous times, and public security agencies have to tackle the new and escalating threats posed by organized crime, terrorism, illegal immigration and illicit trafficking, not to mention natural disasters, pandemics, or civil disturbances, with the same levels of resources.  It is becoming increasingly difficult to balance improved safety and security while both protecting citizens’ rights and facilitating free trade and tourism in a highly mobile society.   It was in this context that a global SAP virtual team was established 12 months ago, to focus on developing a reference model and architecture for public security. Additionally, the roadmap would be underpinned by a solution, technology and partner strategy which addressed the long term needs of the market. 

Today we offer a new SAP Public Security Roadmap and Reference Architecture which leverages investigative case management to, cover competencies including: identity management and resolution, criminal investigation processing, intelligence analysis, risk management, operations and resource management. Case management is also critical to our overall Public Security services architecture. During the design of this strategy, SAP broadly consulted with industry clients, partners and public security professionals. To date, feedback has been very positive.

Many of the SAP virtual team members, having worked in the public security industry, believe this is a new and more effective strategic approach to the traditional silo-based, database tact for solving security problems.  As a result, SAP focuses on the overall processes and best practices that will deliver greater safety and security within the constraints of existing resources and the legislative frameworks. Within the SAP Public Security reference architecture, a competency-based approach to the public security cluster incorporates the following Investigative Case Management features:

  • Identity Management & Resolution – Creating and Validating Identity; Maintaining Identity; Biometrics integration. (Providing e.g. border, immigration, intelligence, law enforcement or customs agency personnel the ability to identify a victim, witness or offender.)
  • Case & Records Management – Managing Alerts and Leads, Creating and Classifying Cases, Investigating Cases, Closing Cases (Address the challenges around managing the processes, records, decisions, costs and tasks associated e.g. with serious crime, major operations or immigration processes.)
  • Investigation Administration and Support – Intelligence Analysis and Crime Analytics, Security Vetting, Compliance and Data Quality Processing.
  • Operations & Resource Management – Managing Case-related Activities, Managing Major Crimes and Events (The power to manage intelligence, risk or any threat related activities. Our development approach is to establish a new doctrine around real time geospatial enablement that considers all aspects of resource management, including real time resource visibility, GIS, analytics, equipment and vehicles, skills, availability and rosters, tasking and deployment, financial management, training and knowledge support.)
SAP is developing an overall management approach to improving public security performance.  The underpinning of the SAP solution architecture and application framework is a public security business process platform that enables agencies to improve their collective awareness, preparedness, responsiveness and resilience to disasters and crisis on local, regional and national levels. 

Availability

More details on the SAP Public Security Roadmap and Reference Architecture and a capability demo are available today.  SAP is already working to provide Solution Manager Content for 'Investigative Case Management' to jump start implementation efforts based on the current standard CRM release. Targeted availability to customers for the Solution Manager Content is late 2007.  Other major elements of the current development plan and partner integration timetable are targeted for delivery in 2008.
